I am using Restic to back up my files because I want to switch from Windows to Linux. I have programs like keepass for storing passwords that i would like to transfer. my question is very simple: can i store restic data on my external hard drive and restore it on a new linux operating system?

Yes. The OS and the HD filesystem are transparent to Restic.
