Is It possible to install velero and restic on the same cluster k8s in two different namespaces in order to to create backups to two different providers ?

This is something restic has no knowledge of or care about to any extent. You can run restic wherever you want and however you want as long as the architecture and operating system is supported, either by the official binaries or your own build of restic.
You probably want to ask this question in a Kubernetes or Velero related forum instead 
As far as restic is concerned, yes you can do this. Restic doesn’t do anything to prevent you from doing it.
