2 days has passed and on macOS (via brew) it is still 0.19.0:
Is brew formula for restic maintained by restic maintainers? Or it is somebody else?
It’s not the restic project/maintainers. The project itself only maintains the official artifacts, all the various packages in package managers and similar are maintained by third parties.
In Homebrew’s case it seems there’s no specific maintainer, but it’s all managed using pull requests on GitHub. You can see a list of previous PRs for restic in Homebrew here: Pull requests · Homebrew/homebrew-core · GitHub

Thank you for clarification.
I was about to report a bug with restic snapshots --latest 1, but 0.19.1 already contains a fix!
